Sir,
I am directed to state that His Excellency the Governor has seen and considered your letter of the 23rd instant which was forwarded to me by the Registrar, Supreme Court. The changes and transfers made in consequence of the resignation of Dr. Wright and the reduction in salary and responsibility of the Secretary of the Sanitary Board were only approved by His Excellency after most careful scrutiny of every possible alternative, and were in His Excellency's opinion the best in the interest of the Public Service. His Excellency regrets that in so far as they affect you they are not acceptable to you, but His Excellency does not consider that you have any grounds of complaint. If, however, you still remain of the contrary opinion, it is open to you to address the Secretary of State for the Colonies in accordance with Colonial Office Regulation No. 22, in which case His Excellency will be glad to forward your letter.
